In all three cities, informal neighboring and involvement in community organizations (for example, faith-based groups) consistently predicted participation, suggesting that people who are more involved in helping their neighbors are generally more involved in grassroots community issues. Arnstein (1969) posited that citizen participation is a categorical term for citizen power (p. 216) and a method enabling citizens to bring about social reform that permits them to share in society’s benefits.
