In the last 20 years, especially the last ten, a remarkable list of global strategies has emerged (Marginson 2010a); some led by governments, some by universities or their units, and others by publishing companies and corporations. Often a key initiating role is played by university executive leaders. These global strategies have changed the possibilities, and the necessities, affecting all national systems and single research universities. The strategies are a mixture of old and new. But this global space-making has been greatly facilitated by synchronous electronic communication and the one-world visualization enabled by the Internet.
Southeast Asia formed the one formal regional grouping in the Asia-Pacific, the Association of South East Asian Nations (ASEAN), in 1967. ASEAN meets with China, Japan and Korea as “ASEAN plus three”. Recent summits have taken this greater East Asian form. Third, there is Australia, New Zealand and the island Pacific. Their indigenous peoples came from Southern China and Southeast Asia. Australia and New Zealand are separated from most other Asian-Pacific nations by their British-European heritage governmental, economic, civil and public forms.
