The division between men and citizens becomes the basis of a radical theory of international relations, a critical rather than mechanistic theory which is desirous of overcoming those particularistic associations which inhibit the growth of more free and universal relations. We shall claim that this theory not only overcomes the limitations of our more familiar international relations theories, but fulfils the aspirations present within those theories which regarded the division between men and citizens as a barrier to the enjoyment of an integrated political community.
