Whereas the internalists treat the existing knowledge structures as a-historical givens, the externalists treat knowledge as just another instrumentality which can be manipulated to serve the goals of whatever government is in power. It was the English sociologist, Basil Bernstein who began at the end of the 1960s to theorize the conditions for knowledge acquisition and production and hence to provide a way of moving beyond the two fallacies that I have described.

Where the Tomlinson Report and the government have similarities is that neither consider the conditions for knowledge acquisition or progression, whether in academic or in vocational pathways.
