Despite widespread political turmoil in other areas of Latin America, the governments of some emerging nations—Venezuela, Paraguay, and Chile—were considerably more stable. 14. Josiah C. Nott (1804–1873) and George R. Gliddon (1809–1857) were pioneering ethnographers who lent scientific authority to social theories of black inferiority. They collaborated on two treatises, Types of Mankind (1854) and Indigenous Races of the Earth (s1857), which employed scientific method to allege separate human origins for blacks and whites.
He was the only black named to a commission to revise the state's legal code during the early years of Reconstruction. In 1868 Whipper bought a rice plantation near Beaufort. From this base, he became one of the leading figures in the statewide Republican party organization. He was a delegate to the 1868 state constitutional convention, served three terms in the state legislature, and edited several Republican journals, including the Beaufort Times. Whipper advocated a variety of humanitarian reforms, fought for the regulation of labor contracts to better protect black workers, and encouraged the development of black businesses.
