Women recognized that violence against women was a health issue much earlier than any governmental or medical authorities did, but few governments implemented protective structures. Women saw that defining health care as a financial issue deprived the poor of services long before policymakers admitted the failure of the user-fee policy. And women understand that basic health services should be public, not private; that public policy determines who gets what kind of care while money governs access to the private sector; and that preventive services deserve priority over curative care.
But after 1990, when the South African government unbanned the African National Congress (ANC), these organizations voluntarily merged with the ANC-sponsored Women’s League, which dropped many of the women’s innovative self-help programs. The merger demobilized grassroots women, and in response women created the Women’s National Coalition in 1992 to draft a charter of women’s rights that would inform the legal structures of the new South Africa. Once that work was completed, the Women’s League tried to block attempts at further independent organizing (Connell 2001).
To argue that markets are the answer to poverty, that poverty cannot be helped without economic growth while failing to question how the benefits of the market will reach those who 42 Women’s Health Movements are not a part of it, is to overlook the issue of equity and the women who bear the brunt of neoliberal economic policies.
