Even battery hens have legally specified amounts of space, and nurseries tend to fill indoor spaces with furniture, leaving few if any areas for vigorous play. Lack of space and time outside have been associated with poorer mental health and behaviour in children. It is therefore important to consult children and parents when setting standards. Parents are a vital source of information, for their own views and for helping their child’s views to be heard more clearly. In Britain, parents, and not children, are seen as the main ‘consumers’ of day care and education.
The professionals tended not to advise consulting children. The mothers went beyond consulting, towards living in a kind of partnership with the children. Mothers and health visitors believed that adults must quite firmly control and protect children but, perhaps subconsciously, they took rather different approaches. The mothers were happier to negotiate and share control. They saw the benefits, for them and for the children, in helping the children to become more active and responsible. The health visitors tended to assume that adults’ power should be enforced clearly, through conflict if necessary, rather than through consulting and negotiating.
While it is informative, Palmer’s book needs to be read with care. Almost every reference to childhood, commercialised or not, is negative, whereas references to ‘grown-ups’ are positive. 6). This stereotyping of age groups appears to deter Palmer from seeing when adults are possible sources of problems, or when children are possible sources of solutions. The stereotyping follows a long history: from Puritan beliefs in original sin through Kant, Freud and Piaget to today’s age–stage child development theories (Hardyment 1984) and images of the greedy foolish child.
