Most countries seem to use some form of lifeline rates as revealed by the lower level of prices paid by the small ( 50 Kwh/ month) residential customers. Seoul and Kathmandu are typical examples. Unlike the IEA and other surveys, the present survey focused primarily on the developing countries in Asia. The Asia Energy Price Survey report is based on data collected in cooperation with the developing countries through a direct survey in July- August 1993. The response to this first survey has been very encouraging, particularly in the case of electricity, for which time series covering the last nine years have been obtained from 16 countries and covering 21 cities. For petroleum products and natural gas responses were obtained from 10 countries.
