The adherence of each of these stakeholders to the customs reform will determine its success. Any strategy should carefully manage relations with each of these stakeholders, bring them on board, and solicit their support. The success of the reform will stand or fall depending on the cooperation of the staff members or their implicit or explicit rejection of the reforms. They should “own” the reform. Customs staffs are responsible for the daily tasks of managing the trade processes.
