Chapter Seven looks at the years from 1995 to 2000 and discusses the peak of the confrontation between Mubarak and the Brothers in 1995. During this period the military trials of the Brothers undermined the movement’s impact, but at the same time deepened the crisis of the regime’s legitimacy.

Although the early and mid 1980s lacked a context of confrontation, Chapter Five does show that the regime was starting to become alarmed at the increasing impact of Brothers on society and politics. Chapters Six and Seven deal with the 1990s. Chapter Six considers the years from 1990 to 1995 and discusses the extent to which the Ikhwan’s social legitimacy turned into a disturbing development for the regime.
